This command

• composite rose: -rotate 180 -geometry +11+40 logo: logo.png

returns the original rose composited over a rotated logo as expected. Try it and let us know if this is not the behavior you were expecting.

You may be better doing the rotate and compose using "convert" where you should have more control of exactly which image should be rotated.
