librsvg has removed rsvg in favor of rsvg-convert
when converting an svg file, imagemagick's "convert" falls back to call "rsvg" if the internal svg converter is not present. However, the most recent librsvg removed "rsvg" in favor of "rsvg-convert" [1,2]. The dispatcher should be updated to use rsvg-convert....
